Aaron Shawn Patrick, Chief Executive Officer (CEO), is a dynamic executive leader and the Principal of Patrick & Partners, LLC, an SBA Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) positioned for scalable growth and strategic market expansion. With over two decades of national and international experience, he specializes in high-value program and construction management, strategic acquisitions, and complex federal contracting.

As a retired U.S. Army Corps of Engineers (USACE) officer, Aaron brings a disciplined, risk-mitigated approach to operational leadership and financial stewardship. During his military tenure, he successfully managed multi-million-dollar global infrastructure projects and spearheaded large-scale logistical operations. Today, he leverages this rigorous foundation to execute highly profitable, specialized construction and infrastructure projects—ranging from marine dredging to comprehensive facility upgrades—for federal agencies, including the Department of Veterans Affairs and USACE.
Beyond federal infrastructure, Aaron is a versatile business strategist with a keen eye for high-yield market opportunities. His portfolio of expertise includes real estate investment strategies, leveraging Debt Service Coverage Ratio (DSCR) loans, and the strategic acquisition and integration of specialized service companies to drive portfolio expansion. By emplacing robust business systems and maintaining ultimate operational control, he ensures Patrick & Partners consistently delivers high-impact, revenue-generating solutions.

An alumnus of Hampton University, Aaron holds advanced degrees in Engineering Management, Information Technology Management, and Public Policy. Dedicated to the highest levels of executive excellence and continuous organizational scaling, he is currently pursuing his Doctor of Business Administration (DBA).

Michael A. Bey, Chief Operating Officer (COO) and Chief Financial Officer (CFO), is an innovative, solutions-focused Veteran with over 30 years’ experience as a Financial Manager demonstrating visionary leadership, progressive experience, and outstanding performance; developing, maintaining, and executing budgets in excess of $250 million. Forward-thinking leader and enterprising problem-solver with tactical foresight and veritable successful training, while leading teams and organizations with personnel exceeding 200 in complex situations.
Michael retired from the Army, where he excelled as a soldier and leader. After retiring from the Army in 2015, Michael has worked for the Department of Defense, and Office of the Chief Financial Officer of Washington, DC both as a Senior Budget Manager. Additionally, he also served as the Budget and Acquisition Chief for the Office of Satellite Production and Operations (OSPO), within the National Oceanic and Atmospheric Agency (NOAA).
Michael has a Master of Business Administration from American Military University and a Bachelor of Science from Austin Peay State University. He serves on the Board of Directors for several foundations within Prince George’s County Maryland.
As COO / CFO at Patrick and Partners, Michael is responsible for domestic and potential global operations of the company, building relationships and the overall fiscal posture. He brings more than 30 years of experience to Patrick and Partners, LLC. His experience and leadership has been focused on developing business services and solutions, providing outstanding client service/communication, and driving profitable revenue growth.
